David Smith, commercial director at the Department for Work and Pensions, won the lifetime achievement award at the Government Opportunities Awards event this month.
The awards recognise best practice in public procurement.
The individual prize went to Mel Jones from Exeter City Council, while Laura Langstaff from London Borough of Ealing won the young procurement professional award.
The team prize went to Thames Valley Police and the award for contribution to the environment, social and sustainability agenda went to Warwickshire Sustainable Procurement Initiative.
The Department for Environment, Food and Rural Affairs won a prize for its contribution to e-government and the best service award went to BCW Group/South Lanarkshire Council.
Clarke Cunningham Tree Maintenance on behalf of Belfast City Council won the "best small supplier innovation" award.
